add new agreement Code_transfer_CHEASE_generic_with_partners_CLA.pdf and related CLA file in license subfolder

@amerle this is the new agreement, agreed with TTO, with one signature including CLA also for past modifications. It is fine for commercial as well and agreed for codes which aim to have LGPL license (otherwise we should use the non-commercial ala meq license with CLA)
