Update scripts for new keyword compiler_spec

  • Update list-compilers command to report the compiler_spec
  • Update install_compilers_parallel.sh to fail test for intel-oneapi
  • Update SpackYaml class to remove compilers from dictionary by name (now we may have to remove more than one compiler)
