Draft: Add optimization flags to plumed, newer versions to plumed and gromacs

Also... not upgrading to Gromacs 2025 because:

  • it depends on a cmake newer than what we have on the stack;
  • it would imply an upgrade to plumed 2.10 which introduces a bunch of features (together with potential slowdowns)
