Setting up decentralizepy

* Update pip. ::

    pip3 install --upgrade pip
    pip install --upgrade pip

* On Mac M1, installing ``pyzmq`` fails with `pip`. Use ``conda``.
* Install decentralizepy for development. ::

    pip3 install --editable .\[dev\]
